New Leadership Course Launched for Civil Service

The Government of Saint Kitts and Nevis has launched the CFBC–Jenkins Ltd Executive Leadership in the Civil Service Course, a 12-week training programme aimed at building stronger leadership capacity across ministries and departments.

The course, which began today at Clarence Fitzroy Bryant College (CFBC), is designed for permanent secretaries and directors, equipping them with the tools to lead strategically and with agility.

Head of the Civil Service, Ms Thelma Richard, urged participants to see the training as a transformative journey. “As permanent secretaries and directors, you are entrusted with defining and redefining the strategic directions of your ministries and departments. This requires more than operational excellence, it demands leadership that is strategic and agile,” she said.

Prime Minister, the Honourable Dr Terrance Drew, stressed the importance of structured training for those in leadership roles. “It is a disservice to ask anyone to take up a task without providing the necessary tools, and that is why I asked that this course be put together,” he said.

Dr Drew also noted that early in his administration, Cabinet ministers undertook their own leadership training. “You are the ones who determine how government functions, and it was therefore essential that we provide this opportunity.”

The Prime Minister emphasised that graduates will leave the programme with certification, ensuring the skills gained can be applied across their careers. “This sets the tone for effectiveness, accountability and innovation. In times of challenge, it is leadership that steadies the course. In moments of opportunity, it is leadership that ensures we seize the moment to benefit our people.”

Both Dr Drew and Ms Richard commended course facilitator Peter Jenkins, founder of the Jenkins Training Institute, and praised CFBC for tailoring the programme to the realities of the civil service.

The new course is being described as a landmark initiative, setting a new standard for leadership development in Saint Kitts and Nevis.
